[NCUC E-team] an intranet for NCUC - was this ever discussed?

One very simple option would be a mailing list with non-public
archive (archives open only to subscribers with password).
That would not require any new software.
One feature that would not provide is the time limit, but
automatically removing archives after a specified amount of
time would not be hard to do.
And it could not handle multiple levels of permission either,
just on/off for members/non-members.

Alternatively, Wordpress can be used to set up restricted content,
visible only to selected users with password. That would be slightly
more difficult, depending on the complexity of permissions needed.

And of course there're any number of intranet solutions that
could be installed, even free ones, but amount of work needed
would be ... variable.
