[NCUC E-team] NCUC member data on Confluence site

Tapani, Wilson and I chatted, we think the best way to handle this is to
use dynamically generates pages based on content from the NCUC website.
This will keep those limited pages informative and, ideally, fresh in case
anyone stumbles upon them. It also is aligned with the e-teams general
approach of consolidating the number of platforms and locations where we
manage and publish NCUC information, which in turn lends itself to a
consistent message.
Obviously not an either or. We don't have staff to fluff up our pillows or
anything else, but we also don't have to have unutilized web resources that
ensure only the insiders ever know what's going on when or how to
participate. Devoting a wee bit of bandwidth to at least getting the basic
info up in a place one might logically look for it could have some
multiplier benefits…
