[Bylaws] "in good standing" and NCUC membership requirements

If you've already visited the google docs, you would've noticed the
exchange between Brenden and Amr on what it means to be a NCSG member in
"good standing"
Before application to the NCUC for membership, organizations or individuals
> must be members in good standing of the NCSG.
The NCSG EC is supposed to frame rules which determine who's in good
standing, which they haven't I think.
This would be a good platform to kickstart the discussion on if/whether the
NCUC should have specific requirements for membership.
