[Bylaws] NCUC Charter - Constitution (Section I)

Hi,

I certainly don’t disagree, although I’m not sure how important it is to attempt to list every type of constituent which may have a place in NCUC. We’ll ultimately miss many more than we include.

In any case, I think either one of the two paragraphs works rather well.
