[NCUC-EC] NCUC EC Rep Appointment (urgent)

Hey all,

Apologies for stepping in but I wanted to reinforce the same point made by
Ben: our Operating Procedures require that we put out calls for such
positions in the mailing list, and that the EC needs to go through and
evaluate them (:

Plus Id avoid attaching these positions to regional representation-related
ones since the nature is different.
