[Pt53] Progressing the NCUC Outreach Event in BA

Dear Bill,

I can help on this outreach,I'm a member of this groups, except the civilsoc at lacnic.net also me and or Walid can share with the Fellows, since we are coacher this time.

Also there was some names on the list that I can invite right now: Cristiana Gonzales, Javier Pallero, Carolina Botero, Paz Peña, Claudio Ruiz and Renata Avila.
