[Pt53] NPOC's CS Outreach Event

Hi again

As you know, there are two constituencies in the NCSG, NCUC and NPOC.  NPOC is supposed to be focused on ‘operational concerns’ like protecting NGO’s trademarks etc.  They are also having a session on Saturday 10:30 to 13:15, http://buenosaires53.icann.org/en/schedule/sat-lac-ngo <http://buenosaires53.icann.org/en/schedule/sat-lac-ngo> with a new name, "LAC NGO Caucus on Internet Governance” and encouraging attendees to come to their "NPOC Constituency day NGO encounter.”  Which is fine.  Ok, Rodrigo is helping them but so far offered us nothing, and LAC CS people may be confused to receive two different invitations from groups saying they represent CS, but whatever.  This is a function of the crazy constituency/stakeholder group structure the board forced on us in 2011, which breaks CS into nominally competing silos and wastes infinite time with turf silliness (not so much on our part..).  

The relevant points for us going forward is to be aware that in inviting people to our meeting they may respond with “is this different from the other one?” type questions (this has been the pattern to date) so that will have to be explained; and that we ought to request that Rodrigo distribute our invitation to the same invitees—staff are not supposed to pick favorites among different parts of the community (although I know he’s been writing NCUC members inviting them to NPOC’s event, but whatever).
