[NCUC-EC] Proposal for NCUC Webinar – 28 September 2026, 14:30 UTC

Dear NCUC Chair and EC Members,



Following our discussion during the last EC monthly meeting, please find my
proposal for the next NCUC webinar for *Monday, 28 September 2026 at 14:30
UTC*, with a duration of *90 minutes*. This would follow the same time slot
as the previous NCUC webinar, which was also held on a Monday.



*Proposed Topic  : AI, DNS Abuse and the Open Internet: Protecting
Non-Commercial Users.*



*Brief Description*

The session would build on the previous NCUC webinar and continue the
discussion around open Internet infrastructure, emerging technologies,
Internet governance, and the protection of non-commercial interests.

The webinar would focus on how artificial intelligence is changing both DNS
abuse and the way DNS abuse is detected and mitigated. It would look at the
growing use of AI and automated tools in security and enforcement, while
also considering issues that are particularly relevant to NCUC, such as
false positives, over-enforcement, privacy, due process, accountability,
and the possible impact on legitimate non-commercial registrants and users.

The aim would be to bring together technical, operational, governance, and
public-interest perspectives and discuss how effective DNS security
measures can be developed without compromising the openness of the Internet
or the rights of non-commercial users.



*Proposed Speakers*

   - *Ram Mohan* – DNS security, resilience, AI, and technical policy ( *will
   ask Ram if he prefers to delegate a member of SSAC if not available*).
   - *Tatiana Tropina* – cybersecurity, DNS abuse, Internet governance, and
   digital rights
   - *Brian Cimbolic* – registry operations and practical DNS abuse
   mitigation
   - *Bruce Tonkin* – Internet governance, accountability, and registrant
   protection
   -

Together, these speakers could provide a balanced discussion across
technical, policy, operational, governance, and public-interest
perspectives.

*Proposed Work Timeline*

Following EC approval, I suggest the following steps:

*1. Save the Date and Registration Announcement*
An initial “Save the Date” announcement would be shared with the *NCUC,
NPOC, and NCSG mailing lists*, including the session title, a short
description, the date and time, and the registration link.

*2. Speaker Outreach and Confirmation*
We would then contact the proposed speakers, share the session concept and
key discussion areas, and ask for their availability and confirmation.

*3. Speaker and Session Publicity*
Approximately *two weeks after the initial Save the Date announcement*, and
once the speakers are confirmed, we would publish a second announcement
introducing the confirmed speakers and providing more details about the
session.

Further reminders and promotion could then follow closer to the webinar
date through the relevant NCUC/NCSG communication channels.



I would appreciate your feedback on the proposed topic, speakers, date, and
work timeline. Once we have the EC’s agreement, we can move forward with
the Save the Date announcement and speaker outreach.
