[NCUC-EC] Final Approval of the new NCUC Operating Procedures

Dear NCUC Community,

I am pleased to announce that the NCUC EC has approved the new version of
the NCUC Operating Procedures, which is attached, after two public comments
and a final community consultation during ICANN84. This final approval was
made following Section XV (15) of the OP.

The Operating Procedures review was done through multiple phases, as
determined by Section XV of the current NCUC Operating Procedures. Almost
all of the comments suggested by the Operating Procedures Review Task Force
and within the Public Comments were incorporated, showing that this was a
community achievement and, because of that, we are thankful to you all,
especially the OPRTF and the penholders who led the effort.

As determined by Section XV, 17 of the Operating Procedures, we now have a
period of 5 business days for members in good standing to appeal through a
notice to the chair of NCUC. After that, the attached version will enter
into force, with the possibility of being reviewed by the next NCUC
Executive Committees.
