[NCUC-EC] NCUC Operating Procedures Review - Final EC approval

Hi Wisdom, EC,
As one of the penholders, my vote would be for the approval of this final
version, while already signaling three other aspects that were raised by
members of the community: simplifying the reviw process (Rafik),
establishing some time the EC member can't run for election again after
completing three consective years (Sara) and regional responsibilities of
the EC reps (Amin).
Also noting that this time I couldn't align with Namra the redaction
beforehand, so we wou l d have her vote separately.
