[NCUC-EC] NCUC Operating Procedures Review - Final EC approval

Dear EC,
During the NCSG Constituencies meeting, we asked for feedback on the last
changes suggested in the Operating Procedures review document, to gather
feedback from the NCSG community joining us online. Here is the document
Pedro prepared with the info of the whole process and what was voted due to
the changes added in the last Public Comment:

We didn't get any comments or opposition regarding the non-controversial
changes, and, regarding the controversial ones, the feedback we got was:
- About the timeline for the EC to decide on candidates (Section II
(A)), the community showed a broad support for the text listed in Option 3:
"The call for candidates should normally take place immediately after the
new Executive Committee (EC) takes *office*, after the AGM. During the
first meeting, the EC shall decide on the candidate. The newly selected
individual shall commence their term at the first ICANN meeting of the
year.”
- Note: a correction of the text was made, highlighted and underlined
here.
- About the limitation of the accumulation of positions appointed by the
NCUC with other leadership positions that have travel support, the option
that received the most support was "Unless strictly necessary, the
candidate should not be in any other leadership position within the NCSG or
its constituencies, or should resign from their current leadership
position". The option of keeping the previous text (which is the same,
without the "unless strictly necessary" part) was the second most voted for.
*I am calling a vote of the NCUC EC for the approval of the final text,
with (i) the incorporation of non-controversial suggestions, and (ii) the
incorporation of the wording supported by the community of the
controversial ones.*
Pedro has already altered the document with those changes, so this is the
final version we are voting on, still with the marked modifications:

Since the community feedback is not binding, EC members can also vote in
support of other options.
We need to vote on the approval or not by the end of the AGM, and a
majority of votes is the quorum to approve the review.
On this note, I kindly urge all EC members to submit their vote whether in
support of or against the approval to Andrea at *andrea.glandon at icann.org*
by *12:00 p.m. UTC+00*.
