[NCUC-EC] CROP - FY26 NCUC Outreach Strategic Plan Update

Hi friends,

The FY26 NCUC Outreach Strategic Plan has been approved. We received one
piece of feedback regarding adding more quantifiable criteria, which we
will look to implement in the future.

EC Europe can now take the lead in preparing the call for applications as
soon as possible.
