[NCUC-EC] Operating Procedures Review

Hi EC,
Here is the final doc that came from the Operating Procedures Review Task
Force (OPRTF). The OPRTF work is done.
We have now to share the doc through the NCUC-Discuss mail list, I don't
know if the chair should do it or one of the penholders. *Namra, can you
help me add the rationales to the changes that were made, if I missed
something important? *

Important to note that aesthetic changes (grammatical corrections, for
example) were not highlighted in this final document, they were simply made
directly on the file.
*Per the Operating Procedures review process, the EC does not have any
action at this phase. We will just send the doc to the community for a (at
least) 14-day public comment, and after that we will have an EC-review
phase (which we can simplify, since the penholders are both part of the EC
and this could be done through a single extraordinary meeting)., and then a
final public comment from the community.*
