[NCUC-EC] Google Doc-Operating Procedures

Hello all,

On behalf of Wisdom I am sending out this Google doc with the NCUC Operating Procedures. Wisdom would like everyone to take a look and suggest any changes. One item that did come up is the early need to submit ICANN funded traveler names. For example, Wisdom needed to submit names for ICANN82 before he actually took over as chair. Also, the names were due before the NCSG EC representatives were changed for this year. Please look through and make any suggestions. Please also take a look at section XV which discusses how to review and develop operating procedures.
