[NCUC-EC] NCUC Issue Forum Participation

I am almost sure that there is no clash between council meeting and
constituencies meetings. I checked and there was non (it doesn’t make sense
anyway). I have cc’d Andrea to tell me if I am wrong. But if you have no
promised to speak at any other session Stephanie, you are fine.
