[NCUC-EC] Issue Forum Update

so we only lack someone on PPSAI. I don't think I can attend, otherwise I
would have mentioned a few things. Let me see if I can get Tomslin to talk
about it.

 I will brief Peter on law enforcement request and we have discussed it on
the mailing list.

We should tell the members about this forum ASAP.
