[NCUC-EC] ncuc.org seems to be down

The site is back now. Unfortunately, the card attached to the hosting
service payment expired, and the system did not accept the update
automatically.

Thank you, Julf, for observing the website shutdown, and Tapani, thank you
for helping out.

We also appreciate  Milton for helping resolve this quickly.
