Sorry, I misunderstood the issue - I thought that the discussion was about
the European region being a part of crop possibilities or not.
If the question is whether AF countries should be included or not (while
also excluding other AP countries external to the Middle East region), the
procedures seem to directly define that the countries to be taken into
account for the crop slot should be under a closed pre-defined list of
countries:
For CROP purposes, the list of GSE countries and geographic regions
<https://drive.google.com/file/d/14seX2l_Gq5rE97gbr38i1EuUbKRZ5GHl/view?usp=sharing>
*will* be used to determine the applicable region that a meeting/event
falls under.

The “relevant region” for an eligible GNSO Constituency means that the trip
must be allocated to a traveler residing in one of the countries within the
GSE-designated region where the event/meeting in question is taking place.
Which would mean that the list is:

Comoros
Djibouti

Iran, Islamic Republic of
Iraq
Jordan
Kuwait
Lebanon
Libya
Mauritania
Morocco
Oman
Pakistan
Palestine
Qatar
Saudi Arabia

I may have missed something in other part of the rules, but this seems to
be a direct orientation on what we should do.
