[NCUC-EC] Report from NCUC issue forum

Dear Kathy,
Good day and I hope your week is going well.
I am coming back to you based on the question you asked me about a
month ago.
The final cost I have received for the report writing is 300 USD.
Initially, I responded that it was supposed to be a stipend, but my
understanding was that it would be cheaper for online outsourcing. I
believe I was wrong in my assumption.
I hope we can do this better in the future.
