[NCUC-EC] NCUC Election Timeline

Dear Andrea & ECs,
Personally, I will say we should proceed if it does not impact any
logistics. The postponement would be Okay if it is alignment other groups ,
NPOC and NCSG.

We had 9 days pass to raise these points.
