I don’t think we need to manage another mailing list. And with respect to older members being in the know, I think all EC calls are recorded and they are open to the full community for them to know what we are doing.

And lastly about getting advice from the formers members I think we can always tap into them as and when needed.

The bylaws are very clear about the membership of the EC mailing list, along with our obligations as EC members with respect to the to use of the mailing list.
 
Also, I am not clear on the rationale for creating any other kind of list, such as a leadership list. For one thing, it is one more thing EC members have to manage. Also, my understanding is that the purpose of the Discuss list is for more general discussion, including those pertaining to the management of the user constituency. Of course, we are all free to include others we think are relevant to include in messages we send to the EC list on an exceptional basis.
