[NCUC-EC] Action Items for 8 February EC call

Thanks for this.
I was wondering if we have a common ncuc email set up already? That I can
use to sign up for it. If not, then I will just set up a basic
ncuc.icaan at gmail.com for such purposes in the future...so it doesn't have
to depend on any of our personal accounts.
