[NCUC-EC] NCUC Policy Writing Course - Dates

Hi,

April 14-23 sounds good to me - I don't think it makes a difference
having it close to the policy meeting - all ICANN meetings engage
important policy issues, and to be honest the distinction has always
puzzled me a bit.
