[NCUC-EC] [time sensitive] NCUC Agendas for Kobe

I am sure the GCSC will obviously explain the role of the GCSC and its work, I think the key points we need to establish what we (NCUC/NCSG/civil society in IG generally) can most usefully interact with them, and if there are any specific actions for us (eg comment periods, open processes etc). We should also discuss amongst ourselves priority issues from their work.
