[NCUC-EC] [URGENT] CROP CALL - KOBE MEETING - 4 review today

I think we should leave it as the person might reside within APAC but seek
to return to a neighboring region. After our last travel allocation
process, I believe it is strongly advisable to do so - even with the
supposed restriction.
