[NCUC-EC] Finance Committee - NCUC appointment.

Dear EC,

It came to my attention that the finance committee submitted 3 ABRs
<https://community.icann.org/display/projfinadhocws/NCSG+-+FY20+Additional+Budget+Requests>
on behalf of NCSG without notifying the Stakeholder group or its Chair. The
requests submitted were the following:
(a) Travel support for regional and global IG and DNS related events and
conferences
(b) NCSG Membership Portal Support and Development (CIVI CRM).
(c) Mainstreaming NCSG-FC into ICANN.org processes

I happen to consider the situation very serious because such requests were
submitted without community consultation and also due to the fact that,
unlike any other NCSG Committee, the FC decided to submit ABRs on their
own. Other than that, the ABRs are unfinished and do not reflect good on
NCSG and its constituencies. So far, Stephanie has requested the FC to
withdraw such requests and gave them the deadline of tomorrow COB.

Our representative at the Finance Committee is Thato Mfikwe, whose mandate
has just expired as we conducted him to the FC in feb 8th, 2019. Having
said that, I believe we should open a call for NCUC FC representative ASAP
and I would also advise NCUC not to re-appoint Thato to the post as this
incident was a huge breach of confidence.
