[NCUC-EC] Fwd: NCUC Fellowship to the IGF 2018

Thanks Bruna. Since we still have some days till deadline. Could you please
send a follow-up question to the applicant on the link of the selected
workshop at the IGF.
My understanding from the doc is that the applicant is suggesting a topic
to present at the IGF, not one that is already selected.
