[NCUC-EC] URGENT Re: NCUC Funded Traveler to the IGF

Thank you Bruna. I might need to make edits as I had suggested these
procedures for the 2017 IGF slot allocation and they look fine to me, I
would just add that last time we had 2000USD (same budget) but we were
lucky and managed to sponsor two applicants so we might want to keep the
number of sponsored travellers open as long as they send us a tentative
breakout of expenses.
Also because of the visa, some applicants from outside Europe might by
chance happen to hold a Shengen visa so we can add a note on this.

A part from that, it s good to go today for me.
