[NCUC-EC] NCUC Funded Traveler to the IGF

I’m not sure how fair the process would be for members from the global
south. Especially that one month is barely enough for visa processes
especially to schengen area!

Weighing in, since the transition will happen in Barcelona and I’m still
considered EC AP till then :)
