[NCUC-EC] mail to SVG ICT Week and SVG IGF

Hi

As this is for an event 19-23March and it is a free outreach
opportunity for NCUC while others are sponsors, there isn't enough
time to have this call or even space to request it as, again, they
would be working for free for NCUC.

However, as there are concerns, I'll just thank the organization for
the space opened for us but tell them we will be passing on this
opportunity.
