[NCUC-EC] Sending NCUC General Outline @ICANN61 to list?

Hey Renata et al,

Here is the google doc I put together after having collected some info from
here and there:

I'm a bit hesitant about putting down a broader view of NCUC sessions
because this might raise some questions as to why we are choosing only two
for instance? I would suggest adding several more or none! But I guess we
could discuss this in detail once the basic schedule to be sent is reviewed.
