[NCUC-EC] LACNIC policy

Dear EC

I just heard from LACNIC Policy Moderator and NCUC member, Paola
Perez, that she approved a session to debate internet policy spaces
and would try to get NCUC presence.

Also LACNIC may bring its Policy team on to ICANN62.

I'm copying NCSG Chair as there will be NCSG Policy Course there and
maybe, just maybe, keeping that information in mind can help on
selection process. Institutional partnerships would be good.
