[NCUC-EC] CROP Proposal: RightsCon

Dear Ines

This proposal was sent on Dec17 and EC was given until 23feb, extended to
26feb to vote.
I believe we had 3 but even if not, EC should had a deadline and
Constituency business has to be moved on.
