[NCUC-EC] Travel Support for ICANN61

For transparency and for the record. This was my suggestion ( in private)
on Michael's travel support:
About per Diem, if it is confirmed to be 600USD, I guess we can offer to
cover for the nights of March 10th,11th,12th and 13th (so that he
contributes to the Constituency Day) and he can cover up for the three
remaining nights from his per Diem himself.
As we do not really have a confirmation of his per diem and also that I
don't think it is fair to ask him to use all of his perdiem on hotel nights
especially that it is CT's mistake, I think 350 USD (for the four nights)
would do, so that we can 'cut the apple in half
