Dear Raoul,

Please read the copy paste email below from Paul. Which was sent after
Tapani and Joan sent me the email Tapani mentions and had asked me to
clarify. Note that  Paul's first response which prompted Tapani and Joan to
seek clarification is deleted from the thread because it was not sent to me
so I don't know if I can share it publicly. if Tapani and Joan see that
that email can be shared on a public list please feel free to do so.

After Tapani and Joan email in April, we sought clarification from Paul and
Paul in his May email has clarified very clearly that 2017 funding was for
NCUC to be spent as it saw fit and that in 2018, NCUC can administer 2018
support too. Please read it. I do not want to repeat this again. This was
shared on NPOC EC as well when Paul sent it to us.

I have shared this multiple times with you and on the NCSG mailing list. If
you think that there is anything unclear, please seek clarity and advice
from the funders. I have cc'd NCUC EC and NPOC EC for the sake of
transparency so that accusations are not taking place behind closed doors
without people seeing the response, in his email, Paul says clearly that he
will follow up with Joan. How about Joan seeks clarification from Paul in
this meeting?

To be very clear, in 2019, no PIR NCSG funding will go to the bank account
of neither constituencies.   it will go to NCSG and NCSG Finance Committee
as it is speculated in its charter decides on how to allocate across the
constituencies based on its operating procedures which will be drafted by
FC and approved by NCSG EC (as the charter says). If NPOC wants direct
funding from PIR, feel free to approach them.

Sorry for the delayed response, it’s been more hectic than usual.



Please accept this note as Public Interest Registry’s confirmation that the
financial support we offered in 2017 was paid to the Non-Commercial Users
Constituency (NCUC) with the understanding that it’s leadership would use
the funds as it saw fit. The same will be true for 2018 once that invoice
is received. If NCUC leadership can administer this year’s support to the
benefit of members of either the NCUC or the Not-for-Profit Operational
Concerns constituency, so much the better.



As previously noted, Public Interest Registry would prefer to offer its
financial support to the Non-Commercial Stakeholder Group (NCSG), and let
the NCSG’s leadership use it as it sees fit. Given the NCSG’s lack of
infrastructure (bank account, tax ID number), however, we will continue to
engage directly with the NCUC via the existing arrangements.



Finally, Public Interest Registry is open to directly supporting NPOC or
NCUC ad hoc projects that meet our collective interests and needs. We make
no promises of support, however, and will need to review any such
opportunities on a case by case basis.



Please feel free to share this statement with your NPOC colleagues. I also
intend to follow up with Joan Kerr on a related clarifying question about
financial support.
