[NCUC-EC] Implementation of new bylaws - Vice-chair election and Policy Committee NCUC

Also, as per our Bylaws, NCUC Policy Committee members serve at the NCSG
PC, this means that Farell and the other NCSG PC member are already part of
NCUC policy committee ? Either way would be good to harmonize our
representation there and there!
