[NCUC-EC] Decision on what remains of website/database budget

Thanks Farzaneh for the info.

EC, I think we should have a plan to use the budget (even if it is to
be paid in installments and monitored by next leadership in
implementation)
Considering that it is not a guarantee that budget be allocated next year.
