[NCUC-EC] Paying ncsg hosting bill

Hi EC

Last year ncsg civicrm and hosting fee was paid by ncuc first then it was
reimbursed by Icann

This time we don't have civicrm fee yet but we would like to pay the
hosting fee. Can we do it in the same manner so tht ncuc pays and then gets
reimbursed? Maryam ha checked with gift and he has confirmed our budget for
this year.
