[NCUC-EC] CROP LAC and NCSG Policy Course

Hello EC

I have a last minute news about NCSG Policy Course. There will be no travel
in that budget available but you can use CROP to send members to the policy
course from LAC region.

I know you have made a decision but I thought I will send you this piece of
news which I got just a couple of hours ago so that you know.
