[NCUC-EC] NCUC Rightscon session possible merger

Hm - not as odd as you'd think. UNESCO may not be a strong
institutional participant, but they have a publication on the subject
they just released:

It was written by Anri van der Spuy - a former NextGen fellow and
ambassador who's actually an NCUC member, I think.
To me - I think the challenge is in pushing this away from just a
presentation of their research, which is the focus of their original
proposal, and towards a broader conversation, which is what we want.
We want to see more discussion, to bring in more voices (including
NCUC ones - but also from other stakeholder groups), and less
presentations. Hopefully they'll be amenable - and that allows us to
cleave quite closely with the original proposal.
Anyway - I just got an email from the UNESCO rep, so we'll see what
they have to say.
