[NCUC-EC] NCUC Rightscon session possible merger

Hi

It's indeed awkward the news that we were asked to merge

UNESCO is not really that present at all in ICANN so seems like and odd
marriage

My advice is that we try to keep as much from the original proposal as
possible since it was approved by the membership - and make that clear to
Rightscon organizers

But I suppose Rightscon organizers deal the table here so at least try to
secure a speaking engagement on behalf of NCUC.
