[NCUC-EC] ICANN61 and other events

Ok great. Given that the WSIS proposal is our international slot, I
think it would quite easy to re-purpose, if that were a possibility
(anyone want to join me at RightsCon....?).

Anyway - let's see what they come back with regarding our options.
