[NCUC-EC] Travel funding allocation - ICANN63

I think that the funding allocation announcement was drafted against our
bylaws, and needs to be replaced with a proper process.
I suggest we give the EC until COB tomorrow to vote for their preferred
second candidate, at which point silence will be deemed an abstention. On
Friday am, we can announce the candidate based on the vote tallies at that
point. We can then go out with a revised announcement. In the meantime, I
would suggest that we send out a "holding" email to Dina and Ben,
explaining the situation.
I'm fine with the statement you made on the other list, though I'd
potentially substitute the part calling it a tie, to revise as follows:
Hello Thomas and Ben,
According to the recent email regarding the travel funding allocation, we
would ask you both to hold off for a day in taking any financial
commitments towards this next meeting.
This was a tough call for the NCUC EC to decide given the quality of the
applicants and as we were concluding the deliberation there was a confusion
about the final voting tallies and the deliberation being supposedly
concluded when it wasnt. Also, based on the fact that we must announce a
call before a CROP allocation, we might have to review the decision of the
allocation. Due to these mistakes, we will have to retract the funding
allocation announcement and you will be notified soon.
On behalf of the NCUC EC I apologize for the confusion and promise that we
will do whatever possible to sort it out.
