[NCUC-EC] Decision on what remains of website/database budget

Hi Renata,

This is not something I can act on in any other way than by giving
advise and answering questions (this is not a technical issue).

I have told Maryam how the payments have been handled (by Brenden
and Milton), I don't know what may have been done about it since.
