Dear NCUC Executive Committee member,

I would like to apply for the travel support for ICANN 63.

The main reason for my application is based on the following:

As I recent shared mail in the NCUC mail-list, my recent research interest
is mainly about the conflict between ICANN' WHOIS and GDPR. The ICANN 63
meeting would be the only ICANN meeting which hosted in EU, which would be
a great chance for me to learn more details towards GDPR. I am new to the
community, through I am enthusiastic to the NCUC activities, so maybe there
is a lack of understanding for me to the NCUC's attitudes for most ICANN
policies. I hope to have a chance to attend an ICANN offline meeting, so we
can have a face-to-face offline meeting, which may help us understand each
other.

I know the chance for travel support is rare, and it would be much better
for me to apply ICANN 's fellow program in first half of this year for
Barcelona meeting. However, I am too focus on my paper when the fellow
program is open, so I miss the chance. Anyway, I would like to make a try
for this application.

I am interested in the conflict between ICANN's WHOIS and GDPR. I hope
to have a chance to attend the EDPR meeting as an observer, which may
help me better understand the privacy issue raised by EU and NCUC's
attitude towards to this issue. Since I am only an observer to the
EDPR team, basically I am discussing this topics in NCUC member
meeting and mail-lists, you may check the mail-list for my engagement:

I am also a member of ICANN's Review of all Rights Protection
Mechanisms (RPMs) in all gTLDs PDP Working Group, so I would also find
a chance to attend their meeting. You may check the mail-list for my

Beside the meeting mentioned above, I would also take the opportunity
to attend the NCUC meeting to introduce the recent legislation
activities towards domain name in China, e.g.  *China Domain Name

or *t**he draft of personalized rights part in Civil Law Code of
China*.

I may need 1000 dollar for airfare, 500 dollar for hotel.

Owing to the distance from Barcelona to Beijing, I would understand
that the executive committees would feel my fee requirement would
exceed other applications, so part of fee support would also be
appreciated, for example, I may spend my own money to pay for the
hotel during ICANN meeting on my own.

I have worked on my paper for the conflict between WHOIS and GDPR for 4
months, and I would continue work on this paper to get it published in the
most famous law journal in China. Hence, I will keep a full-time
involvement towards the issue for EPDP for the following year.
I would definitely continue my engagement for NCSG activities, I have
worked on ICANN issue for 7 years. in the first 6 years, I was working as
an policy analyst for a China-based registry. Recently, I became a
full-time ph.d student, majored in Internet Law, so the non-commercial
research to ICANN is my job. I don't see there is possibility for me to
quite from this community.
Of course, I am still new to the community, so I am not sure I am able to
become a qualified mentor. However, I would  love to advocate NCUC and
ICANN in China, for example, transform the #askncuc in twiter into
"#了解NCUC" in Weibo <http://weibo.com>, or doing other stuff for the
community.
