[NCUC-EC] CROP Outreach Plan for FY19 to GSE

Thanks for sending this, Renata. Did we have to change much from what I
initially pasted in the docs ?

Maryam, the fact that we indicated all three icann meetings as CROP binds
us to somehow only use It with the Meetings (meaning can we change It
later?)?
