[NCUC-EC] CROP Outreach Plan for FY19 to GSE

Dear Maryam and EC,

I have finalized the changes on the CROP Outreach Plan adapting to
FY19 keeping as much as possible from the elements of the previously
approved text.
I've also indicated the ICANN meetings and the possibility it can be
readjusted options.

I think this is ready to be sent to GSE and it's way overdue in case
we want to use it to Barcelona.

So it is in comment mode but I'll ask Maryam to kindly send it already to GSE.

Please make changes only if you see something really important.
