[NCUC-EC] Policy Committee NCUC Procedures Drafting

Hi

The creation of the PC is in our bylaws, not really something which we
can opt not to do.
And was also discussed at ICANN62.
What was changed is that up until ICANN62 we were discussing composition.
Then here on EC list, the appointments idea were halted or delayed
with this idea of drafting procedures.
You can delay it forever, if you want but still is there.
