[NCUC-EC] ICANN 62/ NCUC has meetings at NCSG level

Hi
Thanks Farzaneh for the advices. The allocated EC will collabore too
on NCSG + At-Large like before.
All, if you wish to look into the possibility of an NCUC session, I'm
not sure if we can do it anymore since the deadline was in the
beginning of the week.
However, if you wish to do one, you should decide asap.
I will note that smaller meetings like EC meetings can probably be
done ad-hoc but would be best if you decide in advance if you want to
do them
