[NCUC-EC] URGENT - ICANN62 Mentees Selection - Announcement 27April

Sorry for the delays on this. My votes go to Antonella Maia Perini and
Razoana Moslam. Both of them seemed to have the best knowledge of the
issues facing the NCUC, and both seemed to make a strong effort in
their applications.
